I have a few questions about population growth that i'm having a really hard time with. please help!?

By way of comparison, Island state of Singapore is a good example.Having no mineral resources, no land for agriculture and yet it succeed to strive. In fact the Govt.is giving out bonuses in cash incentives for married couples to have more children for fear of not having enough replacements rate. The country is presently employing hundreds of thousands of foreign workers to meet her demand as factories are facing shortages. So, in less developed nation what they need to secure first is to elect or find Leaders who are competent and free from corruption and will be able to lead. Get capital into the country. Provide incentives for starters. Encourage joint partnership. Set up foreign agencies to lure in businesses. Be friendly and discourage acts of violence. Most important,start educating the young. In this tedious process you will eventually see that they is no need to reduce population growth.
