Please help me with my male Cockatiel attacked by Dogs?

They got his tail feathers and part of the rest on his back and it's raw. He is in cage with a heating pad on bottom as I can't catch him to give him .1 ml children's Ibuprofen. Do I risk giving him a heart attack or what? I can't afford a 500 dollar vet bill. Just Answers treated me like a criminal, gave me advice the bird is not allowing such as catching him. His back is raw. Help?
