If your a first time offender can you be released early from jail?

My brother is currently being held at Lusteric jail in Dallas Texas, and I wanted to know if he can be released early because this is his first offense. Someone told me it's called a preliminary release, but I do not want to go up to the jail looking like a fool if there are standards for this type of release that I am unaware of. Please help me, and it will be much appreciated.
