With no universal standard to measure right from wrong how does one judge ethical behavior?

If you could steal from another person and would not be subject to prosecution how could you say such action would be wrong without a "universal-standard" to measure right and wrong? If man is the measure of all things and every one has a different measure of right and wrong who is to say there is any basis to pass judgment?
